Who this guide is for
If you're reading this, someone has probably asked for your carbon data. Most commonly that means one of two things:
- a customer or larger client has asked for your Scope 1, 2 and 3 carbon footprint so they can include it in their own reporting, or
- a procurement team has asked for a PPN 006 Carbon Reduction Plan to bid on a central government contract above the £5m threshold, an NHS Supply Chain framework or a Crown Commercial Service tender.
Finding the right UK carbon footprint consultant as an SME is harder than it looks: most comparison articles bundle enterprise firms like Carbon Trust and Anthesis alongside small specialists, which is not a useful comparison if you're a 30-person manufacturer trying to hit a deadline.
This is a working shortlist for UK SMEs with 1–250 employees. It covers UK carbon consultancies that deliver credible GHG Protocol-aligned carbon footprints and PPN 006 Carbon Reduction Plans for SMEs — not the enterprise market. Carbon Trust, Anthesis, Sweco, Auditel and the Big Four are excluded because their engagement models and pricing are built for FTSE-listed clients, not SMEs.

Footprint-only vs Footprint + CRP — which do you need?
The cheapest way to scope this is to start from the trigger, not the deliverable. If a customer has asked for your emissions number, you're applying for B Corp or EcoVadis, or you simply want to disclose voluntarily, you need a GHG Protocol-aligned carbon footprint covering Scope 1, 2 and material Scope 3. That's a standalone deliverable — director-signed, ready to hand to the customer or upload to a disclosure portal. No Carbon Reduction Plan required.
If your driver is a UK central government tender above the £5m threshold, an NHS Supply Chain bid or a Crown Commercial Service framework, you need both: the carbon footprint and a PPN 006-compliant Carbon Reduction Plan built on top of it. The CRP cannot exist without the footprint — every credible consultant on this list scopes the two together for tender-driven projects. SECR is a separate annual disclosure that only kicks in once you cross the large-company threshold (250 staff, £36m turnover or £18m balance sheet — meeting two of three).
Consultancy-led firms
These six firms deliver carbon footprints and Carbon Reduction Plans as a core professional service — no ongoing platform subscription required. For SMEs with a one-off compliance requirement or tender deadline, this is typically the most straightforward and cost-effective route.
1. The Carbon Stamp
What they do: A UK SME-only carbon consultancy delivering Scope 1, 2 and 3 carbon footprints, PPN 006-compliant Carbon Reduction Plans, ISO 14068 carbon neutral certification and verified offsetting. Reports are GHG Protocol-aligned, director-signed and built for procurement evaluation across every UK SME sector.
Differentiators: Published banded fixed-fee pricing (no day rates, no scope creep); proprietary Supplier Engagement Portal and Employee Carbon Survey Tool for Scope 3 data collection; 4–8 week standard turnaround with a 10-day expedited option; activity-based (not spend-based) Scope 3 methodology with published methodology and client case studies across construction, manufacturing, healthcare, food and drink, wholesale, fashion and visitor attractions.
Best fit: SMEs who want a single fixed price, a named consultant, and a deliverable that will pass procurement scrutiny on the first submission. Less suited to clients who specifically want a live SaaS dashboard for ongoing tracking.

Fixed-fee, one-off — no day rates, no scope creep. Select your employee band on the pricing page.
2. Green Business (Green Small Business)
What they do: SME-only UK consultancy offering carbon footprints, PPN 006 Carbon Reduction Plans, third-party verification and the proprietary Green Business Certification, positioned as an ISO 14001 alternative for SMEs without in-house sustainability staff. green.business
Differentiators: One of the few UK SME providers with a transparent published pricing tool (footprints from £599+VAT); 300+ SMEs supported; Green Business Certification offered as an SME-friendly alternative to ISO 14001; entirely human-led with no platform lock-in.
Best fit: Micro and small SMEs (typically under 25 staff) whose primary decision driver is published price visibility and a recognisable certification mark alongside their carbon report.
3. Litmus Sustainability
What they do: UK net-zero consultancy specialising in PPN 006 Carbon Reduction Plans for SMEs bidding on central government and NHS contracts, supported by a 12-part self-serve CRP masterclass that doubles as a lead funnel. litmussustainability.com
Differentiators: Strong content-led presence around PPN 006; explicit "bid-winning" positioning; pairs done-for-you consultancy with self-serve education for cost-sensitive SMEs; deep familiarity with how government procurement teams read and score CRPs.
Best fit: Bid and proposal teams who want a consultant who lives and breathes PPN 006 evaluation criteria, particularly for central government and NHS frameworks.
4. SBS (Sustainability for Business Solutions)
What they do: Acts as an outsourced sustainability team for UK SMEs, delivering GHG Protocol / ISO 14064 / PPN 006 / SBTi-aligned footprints, CRPs and verification, framed around supply-chain and tender-readiness pressure. sbs.eco
Differentiators: Embeds with the client team; bundles Carbon Literacy training, Scope 3 and energy procurement into a single programme; free Net-Zero Scorecard entry point. For SMEs with multiple ongoing sustainability obligations — SECR, SBTi commitments, supply chain disclosures — the bundled model starts to make economic sense over commissioning individual projects.
Best fit: SMEs who want ongoing fractional sustainability support over 12+ months rather than a single deliverable.
5. ecollective
What they do: Sector-specialist SME carbon consultancy producing footprints and SBTi / PPN 006-aligned reduction plans with a "no waffle" reporting style and Carbon Literacy training. ecollectivecarbon.com
Differentiators: Deep specialism in travel, food and events sectors — industries where Scope 3 emissions from supply chains, transport and food production dominate the footprint and where generic methodology rarely holds up. A generalist consultant will often misclassify emissions or apply the wrong factors for highly sector-specific activities.
Best fit: SMEs in hospitality, travel, food and events who need a consultant familiar with the specific Scope 3 categories that dominate their footprint.
6. C Free
What they do: UK environmental consultancy specialising in carbon footprint calculations and Carbon Reduction Plans for NHS framework suppliers — a specific niche where procurement authority requirements can differ in emphasis from standard PPN 006. c-free.co.uk
Differentiators: Strong NHS supplier specialism; bespoke data dashboards as part of delivery; published testimonials concentrated in NHS Supply Chain and consumer-goods sectors. NHS Supply Chain bidding has its own evaluation weighting that a generalist may not navigate as efficiently.
Best fit: SMEs whose entire commercial reason for a CRP is a current or upcoming NHS Supply Chain or Crown Commercial Service bid.

The Carbon Stamp provides expert carbon consultancy for UK businesses — from carbon footprinting to Carbon Reduction Plans, SECR reporting and ISO 14068 certification.
Hybrid (SaaS + consultancy) firms
These four firms combine a software platform with consultancy support. They suit SMEs who want an ongoing reporting environment or whose accountants already use Xero, Sage or QuickBooks. For most one-off PPN 006 requirements, platform subscriptions cost more annually than a fixed-fee consultancy — but if you're reporting year-on-year and tracking reduction targets, the ongoing environment adds value.
7. NetZero Group (NetScope platform)
What they do: UK consultancy combining the NetScope SaaS platform with senior consultants to deliver PPN 006 CRPs, SECR, TCFD, Greener NHS reporting and SBTi-aligned roadmaps across public- and private-sector supply chains. netzero.co.uk
Differentiators: Explicit sector pages for manufacturing and NHS; hundreds of PPN 006 CRPs delivered; combines software and human expertise. The platform-plus-consultancy model means you get a persistent data environment for ongoing SECR or annual reporting alongside your CRP.
Best fit: Mid-market SMEs (100+ staff) who need both a one-off CRP and an ongoing reporting environment, particularly in manufacturing or NHS supply chains.
8. EcoHedge
What they do: UK-built carbon accounting SaaS that pulls data from Xero, QuickBooks and Sage, generates GHG Protocol Scope 1/2/3 reports, and offers PPN 006-compliant Carbon Reduction Plans as a paid consultancy add-on. ecohedge.com
Differentiators: Sub-10-minute onboarding; native Xero / Sage / QuickBooks integrations removing much of the manual data collection burden; 277,000+ emission factors; sector pages for manufacturing, construction and agriculture. Note that the PPN 006 CRP is a paid add-on, not included in the platform.
Best fit: Small businesses already running finances on a cloud accounting platform who want to bolt carbon reporting onto that workflow.
9. Seedling
What they do: All-in-one carbon accounting and Net Zero planning platform for businesses up to 2,000 FTEs, with SECR, B Corp, EcoVadis and PPN 006 reporting templates and a named carbon expert per client. seedling.earth
Differentiators: Activity-based methodology; ISO 14064 aligned; CRP turnaround claimed in under four weeks; named expert per client (unusual for the SaaS category); channel partnerships with UK accountancy firms.
Best fit: Larger SMEs and lower mid-market businesses (100–2,000 FTE) wanting a persistent platform with a named advisor, not just self-serve software.
10. Flotilla
What they do: UK B Corp carbon platform for SMEs integrating with finance and HR systems to deliver full Scope 1/2/3 footprints, PPN 006 / SECR / CRPs and decarbonisation action libraries, backed by an advisory team. flotillaworld.com
Differentiators: Advisory board chaired by UK Climate Change Committee Chair Piers Forster; strong construction-sector traction; B Corp certified; API integrations with Sage, Xero and QuickBooks; structured decarbonisation action libraries for SMEs who have the footprint data but don't know what to do next.
Best fit: SMEs working toward B Corp certification, or construction SMEs needing a structured action library alongside their compliance documents.
How to choose between them
Start from the trigger, then narrow by business size and how much ongoing reporting you need. The two most common starting points:
Path A — "I just need a carbon footprint / Scope 3 number for a customer"
A standalone carbon footprint for customer disclosure, B Corp, EcoVadis or voluntary reporting — no tender involved. Shortlist:
- Want a single fixed price & named consultant → The Carbon Stamp or Green Business
- Already on Xero / Sage / QuickBooks → EcoHedge, Seedling or Flotilla
- Sector-specific (travel, food, events) → ecollective
Path B — "I'm bidding on a public-sector tender"
You need a footprint and a PPN 006 Carbon Reduction Plan together, formatted for procurement evaluation. Shortlist:
- Fixed-fee one-off, no software → The Carbon Stamp, Litmus or C Free
- NHS Supply Chain or Crown Commercial Service specifically → C Free, Litmus, NetZero Group or The Carbon Stamp
- Manufacturing or NHS mid-market with platform needs → NetZero Group or Flotilla
- Ongoing fractional support beyond the tender → SBS or ecollective
- B Corp certification path alongside the CRP → Flotilla or SBS
The consultant vs. platform cost distinction matters: if you need a signed report for a single tender, a fixed-fee one-off engagement is almost always cheaper than 12 months of platform subscription access. If you're reporting annually and tracking progress against reduction targets, a platform starts to make economic sense once the initial assessment is done.
How we chose the 10 firms
Every firm on this list meets all six of the following criteria. Where a firm trades off one criterion for another — for example, deeper NHS specialism vs broader sector coverage — that trade-off is called out in its entry.
- UK-registered company actively delivering carbon work to SMEs in 2026
- SME-focused engagement model — not built primarily for enterprise clients
- Demonstrable PPN 006 / Carbon Reduction Plan delivery (named clients, sector case studies or published CRPs)
- Methodology aligned with the GHG Protocol Corporate Standard and DEFRA / UK Government conversion factors
- Transparent or fixed-fee pricing available to SMEs (rather than enterprise day-rate quoting only)
- Identifiable accreditations, partnerships or third-party signals (ISO 14064, B Corp, IEMA, SBTi, Carbon Literacy Project)
How much should an SME budget for a carbon consultant?
Most UK SMEs spend between £600 and £6,000+VAT for a one-off engagement covering Scope 1, 2 and material Scope 3 emissions plus a PPN 006-compliant Carbon Reduction Plan. The range is wide because cost scales with headcount, number of sites and how deep your Scope 3 analysis needs to go.
The Carbon Stamp publishes two fixed-fee packages, scaling by employee band up to 250 staff:
- Carbon Impact Report (CIR) — from £895+VAT. Full Scope 1, 2 and material Scope 3 carbon footprint, GHG Protocol-aligned, DEFRA conversion factors, director-signed and ready for customer disclosure, B Corp, EcoVadis or ESG reporting.
- Procurement-Ready Package (PRP) — from £1,095+VAT. Everything in the CIR plus a PPN 006-compliant Carbon Reduction Plan formatted for central government, NHS Supply Chain and Crown Commercial Service bid evaluation.
