PPN 006 Carbon Reduction Plan Requirements (Formerly PPN 06/21)
PPN 006 (formerly known as PPN 06/21, see the original gov.uk publication) requires all suppliers bidding on central government contracts above £5 million per annum to submit a compliant Carbon Reduction Plan as part of their tender submission. This applies to NHS framework agreements, local authority contracts, and all public sector procurement.

Previously PPN 06/21, what the rename means
The February 2025 update renamed PPN 06/21 to PPN 006 to align with the Procurement Act 2023 and Procurement Regulations 2024. It's a terminology change only, the core requirements (Net Zero by 2050, Scope 1–3 reporting, annual publication, Annex A format and pass/fail evaluation) are unchanged, and suppliers compliant under PPN 06/21 remain compliant under PPN 006.
