If you supply goods or services to the NHS, carbon compliance is no longer optional. Since April 2024, the NHS has required Carbon Reduction Plans for all new procurements — not just contracts over £5 million.
This guide explains exactly what NHS suppliers need to know about PPN 06/21, how NHS requirements differ from standard government procurement, and how to create a Carbon Reduction Plan that wins NHS contracts.
If you are new to the policy itself, start with our plain-English overview of PPN 006 Carbon Reduction Plan requirements explained, then return here for the NHS-specific detail.
- 80% supplier emission reduction required by 2028–2032
- Net Zero by 2045 — NHS target for its supply chain (Carbon Footprint Plus)
- All procurements require a Carbon Reduction Plan since April 2024, with no minimum contract value

NHS Carbon Requirements Overview
The NHS has committed to becoming the world's first Net Zero national health service. This ambitious target directly impacts every supplier to the NHS.
NHS Net Zero targets:
- 2040: Net zero for direct emissions (NHS Carbon Footprint)
- 2045: Net zero for supply chain (NHS Carbon Footprint Plus)
- 80% reduction from suppliers by 2028–2032
What this means for suppliers:
- A Carbon Reduction Plan is required for all NHS procurements
- Suppliers must demonstrate a Net Zero commitment by 2050 or earlier
- Carbon performance is increasingly weighted in tender evaluations
Note: The NHS now requires Carbon Reduction Plans for all new procurements, removing the £5 million threshold that applies to central government contracts. SME suppliers are no longer exempt.
For NHS Supply Chain and SBS bidders, a professionally prepared PPN 006 Carbon Reduction Plan typically costs between £1,695 and £4,195+VAT as a one-off fee, depending on headcount. The Carbon Stamp's Procurement-Ready Package — a signed PPN 006-compliant CRP delivered alongside a full Scope 1, 2 and 3 carbon footprint — starts at £1,695+VAT for suppliers with 11–25 employees and rises to £4,195+VAT for organisations with 151–250 employees.
PPN 06/21 vs NHS-Specific Requirements
While PPN 06/21 forms the foundation, the NHS has additional requirements that go beyond standard government procurement:
| Requirement | Standard PPN 06/21 | NHS Requirements |
|---|---|---|
| Contract Threshold | £5 million+ annually | All procurements (since April 2024) |
| Net Zero Target | By 2050 | Preferably aligned with NHS 2045 target |
| Reduction Milestones | Self-determined | 80% reduction by 2028–2032 preferred |
| Green Plan Alignment | Not required | Expected — show how you support trust objectives |
| Social Value Weighting | Varies | Typically 10–20% of tender evaluation |
Aligning with NHS Green Plans
Every NHS trust has a Green Plan — a three-year strategy outlining their sustainability objectives. To score well in NHS tenders, your Carbon Reduction Plan should demonstrate how you support these objectives.
Key Green Plan themes your CRP should address:
- Sustainable procurement: how your products or services reduce environmental impact
- Carbon reduction: your emissions reduction trajectory
- Supply chain engagement: how you manage your own suppliers' carbon footprint
- Circular economy: waste reduction and recycling initiatives
Before bidding for an NHS contract, review the specific trust's Green Plan — usually available on their website. Referencing particular objectives in your tender response demonstrates genuine alignment rather than generic compliance.
Emissions Scope for NHS Suppliers
Like standard PPN 006, NHS Carbon Reduction Plans must cover Scope 1, 2, and relevant Scope 3 emissions. Certain Scope 3 categories are particularly important for NHS suppliers.
Scope 1 — Direct Emissions
Company vehicles, on-site fuel combustion, and refrigerant leaks. Learn more about emission scopes.
Scope 2 — Indirect Energy Emissions
Purchased electricity, heating, and cooling used in your operations.
Scope 3 — Key Categories for NHS Suppliers
- Category 1: Purchased goods and services (often the largest for medical suppliers)
- Category 4: Upstream transportation and distribution
- Category 5: Waste generated in operations
- Category 6: Business travel
- Category 7: Employee commuting
How Carbon is Weighted in NHS Tenders
Carbon and sustainability are evaluated as part of the Social Value component in NHS tenders. Understanding how this works helps you prioritise what your CRP needs to demonstrate.
Social value typically accounts for 10–20% of the total tender evaluation. Within that, carbon and environment usually represent 30–50% of the social value score. A strong Carbon Reduction Plan can therefore be a significant competitive differentiator — many suppliers submit only basic compliance documents, so going beyond the minimum requirements can win contracts outright.
What NHS evaluators look for:
- Ambitious but realistic targets aligned with NHS Net Zero timelines
- Specific reduction measures with timescales and KPIs
- Evidence of progress — year-on-year comparisons where available
- Governance and accountability — a named owner for your carbon strategy
- Contract-specific contributions — how you will reduce carbon in delivering this particular contract
Creating an NHS-Compliant Carbon Reduction Plan
Your Carbon Reduction Plan for NHS contracts should follow the standard PPN 006 structure but include NHS-specific enhancements at each stage.
- Commitment to Net Zero by 2050 (or earlier). Consider committing to 2045 to align with the NHS Carbon Footprint Plus target. Include interim milestones so evaluators can see a credible trajectory.
- Current Carbon Footprint covering Scope 1, 2, and 3. Use GHG Protocol methodology. Include a baseline year and intensity metrics relevant to your sector.
- Carbon Reduction Targets with NHS Alignment. Show how your targets support the NHS 80% reduction requirement by 2028–2032. Reference specific trust Green Plans where possible.
- Specific Reduction Measures. Detail completed actions, in-progress initiatives, and planned measures. Each entry should include a timescale and a responsible owner.
- Signed Declaration. Board-level sign-off is required to demonstrate senior leadership commitment to your carbon strategy.
NHS Supplier Case Study: Medicom Healthcare
The Challenge
No verified carbon footprint and no Carbon Reduction Plan, leaving Medicom ineligible for NHS framework bids under PPN 06/21.
What We Did
Calculated a verified Scope 1, 2 and 3 footprint to the GHG Protocol, then produced a fully compliant PPN 06/21 Carbon Reduction Plan with a board-level presentation.
The Value
NHS-eligible CRP delivered in weeks, full 2025 footprint offset, certified carbon neutral, and recognised with a sustainability award.
"The Carbon Stamp supported us every step of the way. They helped us understand the requirements clearly, allowing us to provide the necessary data quickly and efficiently."Read the full Medicom case study
We have supported other NHS suppliers through the same process — for example, Eitan Medical, a medical device supplier, used their verified Carbon Reduction Plan to retain eligibility on multiple NHS framework agreements.
