What is in the template
Seven sections, fixed by the Cabinet Office. Buyers compare submissions against this structure, so changing it is one of the most common reasons plans get rejected.
1.Commitment to achieving net zero
Your dated, public commitment to net zero by 2050, or 2045 if you supply the NHS.
2.Baseline emissions footprint
The reference year everything else is measured against, with a note on how it was calculated.
3.Baseline year emissions
Scope 1, Scope 2 and the five required Scope 3 categories, in tCO2e.
4.Current emissions reporting
The same table for your latest reporting year, so progress is visible.
5.Emissions reduction targets
Where you expect to be in five years, as a figure and a percentage.
6.Carbon reduction projects
What you have already completed, and what you plan next.
7.Declaration and sign-off
The wording confirming GHG Protocol methodology, plus a director's signature.
The template contains Crown copyright material published by the Cabinet Office, reproduced under the Open Government Licence v3.0. We have not changed its structure. For the policy itself, read what PPN 006 requires.
Who has to publish one?
Any business bidding for central government contracts above £5 million per year, regardless of company size: the threshold is based on contract value, not headcount. NHS suppliers are in scope at any contract value. If you only sell to the private sector you are not legally required to publish one, though buyers increasingly ask for one as a condition of supply.
How to fill in each section
Start with your baseline year and work through Scope 1, then Scope 2, then the five required Scope 3 categories, calculated to the GHG Protocol using current DEFRA factors. Set your reduction target once the baseline is fixed, list what you have already done and what comes next, then take it to a director for sign-off before publishing it on your website.
